He managed to live for a decade after he masterminded the September 11 attack. Moreover, the HUMINT forces have acted against the US government in Cuba. Moreover, almost no countries in the world have laws that allow other countries to find, collect and submit information to their countries. It is unlawful, and many American officers have been detained, persecuted and even killed for spying. Therefore, the danger of putting the life of soldiers in the line makes HUMINT method of collecting intelligence a difficult task for the American people.
